尚未与我国建交的国家，其领事认证如何办-理？
目前可以参考以下三种办法：⑴征得进口商同意，找第三国的驻华使（领）馆代为认证；
⑵仅由外交部领事司对文件进行认证；
⑶与进口商协商，由贸促会出具证明，证明进口国目前在中国尚无使馆，为此要求给予免认单据文件的待遇。
上海委内瑞拉领馆认证更新：
领馆规定，自七月份开始，递交领馆的文件必须要翻译公司盖章的西班牙语翻译件，不接受企业提供的翻译件。
另外，领馆现接受公司自己出具的自由销售声明类的认证。
2007年9月起按CCPIT新规定，CCPIT加签文件不能直接在文件上盖章，要做成证明书的形式来认证。
How to handle consular certification for countries that have not established diplomatic relations with China?
At present, you can refer to the following three methods: (1) with the importer's consent, looking for a third country's embassy (consulate) in China on behalf of the certification;
(2) Certification of documents only by the Consular Division of the Ministry of Foreign Affairs;
(3) In consultation with the importer, a certificate issued by CCPIT certifying that the importing country does not currently have an embassy in China, for which the treatment of non-acknowledgement of documents is required.
Shanghai Venezuelan Consulate Certification update:
Since July, documents submitted to the consulate must be translated into Spanish with the seal of the translation company, and translations provided by enterprises will not be accepted.
In addition, the consulate now accepts the company's own free sales statement type certification.
Since September 2007, according to the new regulations of CCPIT, CCPIT endorsement documents cannot be stamped directly on the documents, but must be certified in the form of certificate.
