要求提供质量认证证明，温州眼镜公司给俄罗斯公司提供的证明文件是英国颁发的，
需要办理认证后，俄罗斯才能够相信温州眼镜生产的是有保障的。
俄罗斯和英国同属于海牙公约成员国，需要办理认证只需要将温州公司的文件做一个加签，
俄国就可以接受了。
